A click-pen type dispenser with a fibre brush tip . It is fitted with a sturdy attached brush, I use the brush to dot the under eye area and then using my fingers or a concealer brush blend it. You can use the build in brush if you wish .

I cant say if its sleek' makeup's version to touche eclat as i havent had a chance to try the touche eclat . The texture is opaque,light and creamy. When i first swatched the L02 shade , i wasnt sure if it will work for my nc30-35 skin tone, but it blends in beautifully.  It looks flawless in pictures but it has tendency to settle down in wrinkles or dry patches. 
How i use it: I moisturize my face and esp the undereyes area and i use it  after i have applied my foundation,i start from the high points of my cheeks and to cover my somehow terrible under eye area. My dark circles are brightened up a lot which you will see in the photos below. 

Luminaire blends into the skin flawlessly with the help of a convenient brush applicator to achieve the perfect natural camouflage at the press of a button . Apply to the bare skin around the eye area , the hollow of the chin , and the top of the nose for a bright natural look ,or on top of the foundation to create a flawless canvas . Simply apply to the contour of the lips for a fuller , more defined pout
